Mental Health Plan & Drug & Alcohol Treatment MVBCN is the mental health plan covered by Oregon Health Plan insurance. We manage mental health services for most OHP members in these counties: Linn, Marion, Polk, Tillamook, and Yamhill. We hire public and private mental health agencies to serve our members. Under OHP, most of our members can also get treatment for alcohol and other drug abuse problems. We refer our members to agencies in our counties that provide these services.
