Scope & Organization
MVBCN was founded in 1994 and reorganized in May 1997 as an intergovernmental organization formed by Linn, Marion, Polk, Tillamook, and Yamhill Counties. MVBCN existed as a five county organization for about 16 years. MVBCN's primary role was an Oregon Health Plan mental health organization.
The service areas of the OHP Coordinated Care Organizations formed in 2012 generally followed county geographic boundaries. MVBCN's five member counties were within the service areas of four different CCOs. By the end of 2014, three of the five counties had established relationships with their local CCOs and resigned their MVBCN membership. The two remaining member counties, Marion and Polk, are within the service area of Willamette Valley Community Health CCO.
Since 2015, MVBCN's role in OHP services has been to manage and pay for behavioral healthcare services for WVCH CCO members.
