Committee & Standing Sub-Committee List

To bring forth a range of experience and perspective, all committees and workgroups include some combination of people representing consumer, family and/or advocate perspectives, health administrators, mental health directors, representatives of private and public mental health and chemical dependency treatment organizations, and representatives of psychiatric inpatient treatment programs and physicians.

In this Network, we conduct our work through committees. Committees are comprised of Consumer-Advocates, Professional Agency Staff, and BCN staff. Decisions are made mostly by consensus.

Each established committee or workgroup completes their assignments or tasks and then makes a recommendation to the Regional Advisory Council. Council reviews the recommendation along with any key issues considered by the workgroup but avoids “re-working” the recommendation. However, if there are concerns or questions, before final approval, Council will refer the issue back to the committee and ask the group to consider the concerns or questions. Once recommendations are approved, usually the BCN staff or key committee members manage the implementation. Council receives reports periodically on the status of the projects and their progress.

Matters for which the committee is responsible

Regional Advisory Council

Carries major responsibility for planning, development and oversight of the regional service delivery system.

Fiscal Management Group

Prepares recommendations to Council on matters that involve financial issues.

Quality Management Committee

Develops policies for recommendation to Council regarding service improvement. Monitors agency performance across the region. Develops an annual training schedule for the region. Oversees quality management activities of all agencies in the region.

Critical Incident Review Subcommittee

Reviews reports from member agencies regarding the harm, injury or death of an OHP member, in order to identify system issues for improvement. Reviews the agency’s review of the incident. Reports findings to QMC.

Latino Work Team

Gathers staff from around the region that are concerned with improving services to the Latino community.

EAST Oversight Group

Provides consultation for the implementation of the Early Assessment and Support Team (early psychosis project, services and support).

Youth & Family Work Group

Coordinates planning for youth and family programs with program managers of the BCN’s Youth and Family programs.

Community Support Services Work Group

Coordinates support services (such as case management, medication management, and supported employment) with managers of BCN agencies providing community support services for adults.

Trauma Survivors Administrative Oversight Team

Oversees the implementation of recommendations for improved and alternative services for clients who also use crisis and hospital services frequently and who also have a trauma history.

ATOD Directors

Provides a forum to discuss issues common to directors of chemical dependency treatment programs. Reports issues to Council.

Membership Committee

Reviews current and potential BCN member agencies for their compliance with performance standards on a bi-annual basis. Reports findings to Council.

Prevention Planning Work Group

Selects target problems and evidence-based interventions to prevent the development of mental health problems; recommends prevention funding to Council for approval.

Consumer Affairs Management Committee

Provides leadership and develops policy recommendations to Council on matters related to consumer affairs in the region. Makes funding recommendations for activities promoting self-help and empowerment, includes reviewing grant applications for self-help projects and consumer-run Drop-in Centers and selecting scholarship recipients for training or conferences.

Consumer Advocates Team

Provides a forum for Consumer Advocates on MVBCN committees to strengthen confidence, increase effectiveness as advocates, and provide feedback to the Network on issues affecting consumers/advocacy.

Children’s Mental Health Executive Oversight Committee

Provides youth, family and multi-agency leadership for the children's
mental health service system to develop a family-driven continuum of care for children with serious emotional disorders, and implement the Oregon Children's System Change Initiative within the BCN.

Mental Health/Chemical Dependency Integration Group

Oversees BCN efforts to improve services to clients who experience both mental health and chemical dependency disorders.

Mid-Willamette Valley Acute Care Region Council (7County Council)

Evaluates inpatient services and alternatives for MVBCN and Accountable Behavioral Health Alliance (ABHA) for indigent funds.
