Decision-Making Process

In this Network, we conduct our work through committees. Committees are comprised of Consumer-Advocates, Professional Agency Staff, and BCN staff. Decisions are made mostly by consensus.

Each established committee or workgroup completes their assignments or tasks and then makes a recommendation to the Regional Advisory Council. Council reviews the recommendation along with any key issues considered by the workgroup but avoids “re-working” the recommendation. However, if there are concerns or questions, before final approval, Council will refer the issue back to the committee and ask the group to consider the concerns or questions. Once recommendations are approved, usually the BCN staff or key committee members manage the implementation. Council receives reports periodically on the status of the projects and their progress.

1. Council reports to the Board of Directors.

2. Main Committees report to Council.


3. Sub-committees complete most of the work or tasks and
report back to main committees. (Some projects are also
monitored on the Annual Quality Plan through QMC.)
